Drone Flying Rules in Preston — Avenham Park & Riversway (2026)

CAA Registration — Mandatory for All Pilots

Every drone pilot in Preston must register with the CAA under the rules updated in CAP 2320 (March 2026).

• Flyer ID — Required for drones of 100 g or more. Free online theory test at the CAA website.
• Operator ID — Required for drones of 250 g+ or 100 g+ with a camera. Must be visibly displayed on each drone.
• Altitude — 120 m (400 ft) maximum AGL in the Open Category.
• VLOS — Visual line of sight must be maintained at all times.

BAE Systems Warton Aerodrome — The Key Airspace Constraint

BAE Systems Warton Aerodrome (ICAO: EGNO) is located in the village of Warton on the Fylde coast, approximately 7 miles west of Preston city centre. It is a major aircraft assembly and test facility, used for the production and testing of military fast jets including the Eurofighter Typhoon. The aerodrome has an active runway and regular test flight operations.

Warton FRZ and ATZ

Warton Aerodrome has an Aerodrome Traffic Zone (ATZ) and an associated FRZ. The standard FRZ consists of a 2 to 2.5 nautical mile radius cylinder centred on the aerodrome, extending to 2,000 ft AGL, plus Runway Protection Zones stretching 5 km from each runway end.

While Preston city centre is outside the core FRZ, pilots flying in the western parts of Preston — particularly near Lea, Ashton-on-Ribble, or along the Ribble estuary — should check their distance from the Warton boundary. The RPZs can extend significantly depending on runway alignment.

MoD Prohibited Places

BAE Warton is a defence manufacturing facility. Under the National Security Act (Ministry of Defence Prohibited Places) Regulations 2026 (SI 2026/64), defence sites may be designated as prohibited places. If Warton appears on the schedule, additional altitude and proximity restrictions apply. Check UK AIP Section ENR 5.1 for the definitive list.

Blackpool Airport

Blackpool Airport (ICAO: EGNH) is located approximately 13 miles west-northwest of Preston. While its FRZ does not extend into Preston itself, pilots flying on the western Fylde coast should verify their position against the Blackpool FRZ boundary. The overlap between Warton and Blackpool airspace makes the area west of Preston particularly complex.

Avenham Park and Miller Park

Avenham Park and the adjoining Miller Park are Preston's principal green spaces, situated along the River Ribble just south of the city centre. They feature Victorian landscaping, open lawns, and a Japanese garden.

• Council byelaws — Preston City Council manages both parks. Check directly with the council whether drone flying is permitted, as many municipal parks in Lancashire have restrictions.
• Uninvolved persons — Both parks are popular with walkers, joggers, and families. Maintaining 50 m from uninvolved persons (A3) is challenging during peak hours.
• Heritage features — Some park structures may be listed. Maintain appropriate distance from buildings and monuments.

Riversway and the Preston Docks Area

The Riversway Docklands area, where the Lancaster Canal meets the Ribble estuary, offers more open waterfront space. However:

• The area is increasingly developed with residential properties — the 150 m congested area rule (A3) or 30 m rule (A2) applies.
• The Ribble estuary is an important bird habitat. While there is no statutory drone ban over estuaries, disturbing nesting birds can constitute a wildlife offence under the Wildlife and Countryside Act 1981.
• Check for proximity to the Warton FRZ, as the Ribble estuary runs between Preston and the Fylde coast.

Beacon Fell Country Park

Located about 9 miles north of Preston, Beacon Fell is managed by Lancashire County Council. Open moorland can provide good flying conditions, but check with the county council for any park-specific drone policy. The elevated terrain (266 m) means your 120 m AGL limit must be measured from your take-off point.

Brockholes Nature Reserve

Brockholes, managed by the Lancashire Wildlife Trust along the Ribble east of Preston, is a nature reserve. Drone flying over nature reserves is generally restricted to avoid wildlife disturbance. Contact the reserve directly before planning any flights.

Commercial Drone Operations in Preston

Commercial operators need:

• Valid Flyer ID and Operator ID.
• Third-party liability insurance for drone operations.
• Compliance with Open Category limits, or a CAA Operational Authorisation for beyond-limits flights.
