Swansea and the Gower — A Unique Challenge

Swansea is a coastal city in South Wales sitting on the sweep of Swansea Bay. To its west stretches the Gower Peninsula — the first area in the United Kingdom to be designated an Area of Outstanding Natural Beauty (AONB, now known as a National Landscape) in 1956. For drone pilots, this combination means spectacular coastal scenery tempered by aviation restrictions from Swansea Airport, wildlife protections across the AONB, and landowner rules on National Trust property.

CAA Registration and the Drone Code

UK-wide CAA rules under CAP 2320 (March 2026 revision) apply throughout Swansea and the Gower:

• Flyer ID — required for drones weighing 100 g or more. Free online theory test via the CAA website.
• Operator ID — required for drones weighing 250 g or more. The ID label must be fixed to the aircraft.
• Maximum altitude — 120 m (400 ft) above the closest point of the ground surface.
• Visual line of sight — maintain unaided visual contact with the drone throughout the flight.
• Distance rules — 50 m from uninvolved persons; 150 m from congested areas unless flying a sub-250 g or C-class marked drone with appropriate permissions.

Swansea Airport (Fairwood Common)

Swansea Airport is located at Fairwood Common on the Gower, approximately 10 km west of the city centre. The airport operates an Air Traffic Zone (ATZ) and has an associated Flight Restriction Zone. The FRZ typically consists of a radius of 2 to 2.5 nautical miles around the aerodrome, extending from ground level to 2,000 ft, plus Runway Protection Zones extending 5 km from each runway threshold.

The airport's location on the Gower means that the FRZ overlaps with some of the most popular flying locations on the peninsula. Before planning any flight in the central or northern Gower, check the exact FRZ boundaries using the CAA Drone Assist app or the NATS Drone Safety Map.

To fly within the Swansea Airport FRZ, contact the airport ATC in advance and request permission. You may also need to submit a Non-Standard Flight request through NATS depending on the nature of the zone.

Gower AONB — Wildlife and Landscape Protection

The Gower Peninsula is a National Landscape covering approximately 188 square kilometres of coastline, cliffs, beaches, marshland, and rolling downland. While AONB status does not in itself create a drone ban, several factors restrict flying across much of the peninsula:

• Protected wildlife — the Gower supports breeding colonies of chough, peregrine falcon, seal, and numerous seabird species. Disturbing protected wildlife is a criminal offence under the Wildlife and Countryside Act 1981. Keep a generous distance from any nesting sites, seal haul-outs, and bird roosts, particularly between March and August.
• National Nature Reserves and SSSIs — several parts of the Gower are designated as Sites of Special Scientific Interest (SSSI) or National Nature Reserves, including Oxwich Bay and Whiteford Burrows. Natural Resources Wales may impose additional restrictions in these areas.
• Busy beaches — popular spots like Rhossili Bay, Caswell Bay, and Langland Bay attract large crowds during summer months, making the 50 m / 150 m distance rules difficult to satisfy.

Three Cliffs Bay and National Trust Land

Three Cliffs Bay is one of the most photographed locations in Wales and is managed by the National Trust. The National Trust's policy prohibits take-off and landing of drones on its land without prior permission. Existing byelaws support this restriction.

While the National Trust acknowledges that it cannot prevent drones from overflying its land at altitude (as it does not control the airspace above), launching or landing on National Trust property without consent may result in being asked to leave or, in repeated cases, enforcement action.

To request permission to fly from National Trust land on the Gower, contact the local National Trust office in advance and explain the nature and purpose of your flight.

Swansea Bay and the City

Swansea Bay stretches from Mumbles Head in the west to the docks area in the east. Key points for drone pilots:

• Swansea seafront — the promenade and beach are busy recreational areas. The 150 m congested-area rule applies along the built-up seafront.
• Mumbles — the pier, lighthouse, and Oystermouth Castle attract visitors. Oystermouth Castle is a Cadw-managed monument and requires permission for drone flights.
• SA1 Waterfront — the regenerated docklands area east of the city centre is a residential and commercial zone. Congested-area rules apply.
• Open water — flying over Swansea Bay itself reduces crowd-proximity issues but creates recovery challenges if the drone comes down. The bay is tidal with strong currents.

Cadw Heritage Sites

Cadw, the Welsh Government's historic environment service, manages several sites in the Swansea area including Oystermouth Castle and Weobley Castle on the Gower. Cadw requires prior written permission for any drone flights at its properties. Apply through the Cadw drone policy process with your flight plan, drone details, and risk assessment.

Penalties

Failure to register or breaching the Drone Code carries fines of up to £2,500. Flying in a FRZ without authorisation, endangering aircraft, or disturbing protected wildlife can lead to prosecution under the Air Navigation Order 2016 or the Wildlife and Countryside Act 1981, with unlimited fines and potential imprisonment.
